Description:

MAJOR DUTIES:

  • Review of individual USG Institution’s Annual Financial Report; Budgetary Compliance Financial Statements; and, other financial information submitted to the Office of Fiscal Affairs.
  • Development of financial reporting templates, policies, users guides, etc.
  • Oversight of USG Consolidated Annual Financial Report (AFR), which includes financial information for all USG Institutions and the USO
  • Assist in the preparation of the USG Budgetary Compliance Report (BCR), which includes  financial information for all USG Institutions and the USO.
  • Oversight of the consolidation of foundation financial statements including FASB to GASB conversion for inclusion in the Comprehensive Annual Financial Statements (CAFR) of the State of Georgia.
  • Provide guidance to all USG institution financial staff as it relates to the AFR, BCR, business policies and procedures and other financial accounting submissions.
  • Assist with financial audit and related issues between the Georgia Department of Audits and Accounts, Georgia State Accounting Office, the BOR and all USG Institutions.
  • Research applicable accounting standards (GAAP and GASB) for the University System and each individual USG Institution as needed.
  • Serves on a variety of internal and external committees, working groups and task forces including OPEB Steering Committee.
  • Other duties and projects as assigned.
     

 

Required Qualifications:

EDUCATION AND EXPERIENCE REQUIRED:

  • Bachelors degree and a minimum of 10 years of related financial reporting experience and/or training.
  • Must be a Certified Public Accountant (CPA).

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY THE CLASSIFICATION

  • Knowledge of auditing practices, principles and standards.
  • Knowledge of ethics and compliance theory and practices relevant to higher education.
  • Knowledge of federal and state laws, rules and regulations impacting higher education.
  • Knowledge of state budgetary basis accounting practices and regulations
  • Knowledge of process improvement theories and practices.
  • Skill in written communication to executive and subject matter expert audiences.
  • Skill in managing and leading a professional staff.
  • Skill in project management development and execution.
  • Skill in reading, analyzing and interpreting accounting and technical journals, financial reports, legal documents and procedures manuals.
  • Skill in collaborating with multiple constituents.
  • Skill in decision making and problem solving.
  • Skill in interpersonal relations and in dealing with the public.
  • Skill in oral and written communication.
     

Desired Qualifications:

PREFERRED EDUCATION AND EXPERIENCE:

  • Experience in higher education accounting and State of Georgia Budgetary Compliance is desirable.
