Job Purpose: Serving within the Research Faculty of The Institute, this position directly supports the extension, service, and economic development missions of Georgia Tech to the State of Georgia and beyond. Primarily, this position serves as the Program Manager to the Georgia Tech Procurement Assistance Center (GTPAC). The Georgia Tech Procurement Assistance Center (GTPAC) operates under a cooperative agreement with the Defense Logistics Agency (DLA). GTPAC is part the Enterprise Innovation Institute (EI2) of Georgia Tech. Successful candidate will be able to assist Georgia businesses identify and compete for government contracts through providing teaching mentoring and coaching. Provide direction to the GTPAC staff of counselors through goal setting, assessment of performance, providing feedback and training, and making organizational and compensation recommendations.

Major Responsibilities:

  • Oversee the development and presentation of seminars and workshops designed to educate clients on the government procurement process.
  • Promote GTPAC services and accomplishments to potential clients and other stakeholders.
  • Direct provision of assistance to clients in market research, bid preparation, proposal review, post-award activity, and contract administration.
  • Provide ongoing leadership in support of program’s services to client organizations in the acquisition process at federal, state and local levels of government.
  • Remain current on government regulations and guidelines regarding the government procurement process.
  • Plan and supervise GTPAC staff activities, including attainment of goals and professional development
  • Maintain good working relationship with the Defense Logistics Agency through timely proposal preparation and submittal, reporting, and management of the cooperative agreement process.
  • Perform other related duties as assigned.

Basic Qualifications:

Education:  Bachelor's degree in public policy, management or related field or equivalent combination of education and experience

Work experience: Ten or more year’s job-related experience

Skills: This position requires working, professional knowledge and skills in applying government rules and regulations related to procurement. This includes, but is not limited to, proposal development, project management, problem solving and time management, government contract development and management, training, public speaking, presentation and writing skills, teaching and course development, the ability to interact with broad range of constituencies, and the interpretation and presentation of research findings.

Preferred Qualifications:

Education: Master's degree in related/relevant field.

Certification: Certification (Level III) from Association of Procurement Technical Assistance Centers or equivalent certification by the National Contract Management Association or the National Institute for Government Purchasing.

Georgia Tech Extension Professionals are research personnel that fulfill the extension and service mission of Georgia Tech to the State of Georgia and beyond. This mission includes, but is not limited to, technology-based economic development, technology commercialization and deployment, entrepreneurship, start-up company incubation, and business/industry outreach. Extension Professionals also provide educational programs for business and industry in support of these missions through facilitating and fostering increased industrial engagement and sponsorship of applied research activities at Georgia Tech. Extension Professional appointments are based on the merit and special qualifications of the individual and follow the same general ranking, hiring, and promotion principles as other professional research faculty ranks.
