Job Description Summary

The Assistant Director is a full-time, non-exempt position at East Georgia State College. This position will assume full responsibility and authority in the absence of the Director for all federal, state and local student aid programs. The Assistant Director must have working knowledge of all the duties and functions of the Director. In addition, this position will specialize in default management. This position will also manage the day-to-day processing, including awarding Direct Loans, Pell, HOPE, Scholarships, Federal Work study, SEOG, etc. This position holds the responsibility of ensuring counseling for students and parents regarding loans, training staff, participating in reconciling and reporting, and ensuring compliance with complex and constantly changing regulatory requirements. The Assistant Director also participates in policy development and analysis of effective aid delivery processes with the Director.

Major Duties

• Primary contacts are staff, students, and parents regarding Financial aid. Coordinate program utilization with the campus community. This position is also responsible for representing financial aid at on-campus and off-campus events
• Integrate federal, state regulations, and other institutional administrative policies into the financial aid office’s day-to-day operational needs.
• Train in-coming staff and counselors on an as-need basis.
• Manage, update, and adhere to the Default Prevention Plan. Research all sources of financial literacy programs available to students.
• Performs all other duties of an Assistant Director: Coordinate federal, state and local financial aid programs, scholarship, and work study programs; ensure compliance with applicable laws and regulations; stay updated with all new federal and state regulations for financial aid and other assistance programs; work with the Director and with other staff in the development of local office policies and procedures; assist with maintaining procedures manual to document processes; counsel students on their financial aid eligibility and make referrals to on-campus and community resources as needed; evaluate students’ financial need; determine awards based on federal, state, and institutional regulations and availability of funds; monitor recipient academic progress and evaluate appeals for reinstatement or exceptional circumstances; review requests for professional judgment and dependency override requests; perform other duties as assigned.

Knowledge Required by the Position

• Knowledge of federal, state and institutional policies and procedures related to student financial aid.
• Knowledge of generally accepted accounting principles.
• Knowledge of program eligibility requirements.
• Knowledge of computers and job-related software programs.
• Skill in the supervision of personnel.
• Skill in the analysis of problems and the development and implementation of solutions.
• Skill in oral and written communication.

Supervisory Controls

Associate Vice President of Enrollment Management/Director of Financial Aid assigns work in terms of department goals and objectives. The supervisor reviews completed work through conferences, reports, and observation of department activities for compliance.

Guidelines

Guidelines include the East Georgia State College Employee Handbook, state and federal regulations, the Higher Education Opportunity Act, The Official Code of Georgia, and Board of Regents policies and procedures. These guidelines require judgment, selection and interpretation in application.

Complexity/Scope of Work

•The work consists of varied management and supervisory duties. Frequent regulation changes the diverse backgrounds and situation presented by applicants contribute to the complexity of the position.
•The purpose of this position is to assist in directing the operations of the college’s Financial Aid Office as pertains to processing and default management. Success in this position ensures that federal, state and institutional aid is awarded correctly and efficiently.

•Contacts are typically with co-workers, other college personnel, students, parents, high school counselors, and members of the general public.
•Contacts are typically to provide services, to give or exchange information, to resolve problems, or to motivate or influence persons

Physical Demands

•The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, or stooping. The employee frequently lifts light objects.
•The work is typically performed in an office.

Supervisory and Management Responsibility

This position has direct supervision over the financial aid data processing team members.

Minimum Qualifications

• Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
• Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years of experience or service.
• Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
• Experience using Ellucian Banner is preferred
