The Payroll Analyst II position is part of a customer-focused team responsible for oversight of the University System of Georgia (USG) Shared Services Center (SSC) consolidated payroll processing (approximately 66,000 W-2s generated in 2017).  Responsibilities include preparation, updating and maintaining payroll related records, data files, reconciling and balancing payrolls as well as resolution of payroll issues.  This position must be flexible and have the ability to be productive in a high-stress, fast-paced environment and meet stringent production deadlines.  This position serves as a primary interface between 27 USG institutions, the University System Office and third party vendors regarding payroll related issues including: automated time and labor, taxes, garnishments, retirement processing and payroll calculation/confirmation.

Required Qualifications:

Essential Duties and Responsibilities:

  • Researches issues escalated by senior level institution practitioners and working closely with senior level SSC management team to resolve problems in an effective and timely manner
  • Participates or leads cross-functional SSC project teams in the evaluation of systems to ensure standardization across the system based on best practices, regulatory compliance and implementation of new and updated projects throughout the organization
  • Analyzes use requirements, procedures, system capabilities and issues to automate processing or to improve existing system flow by working directly with the department within the organization to understand business processes, analyze current operational procedures, identify and resolve issues and learn specific requirements
  • Maintains solid technical competence of assigned customer systems while understanding the integration and interaction of all supported systems
  • Assist in process redesign and documentation as needed
  • Responsible for the preparation and payroll processing for institutions including balancing and review of all output, investigation and correction of errors associated with the audit of payroll data
  • Responsible for the processing of payroll adjustments, imputed income adjustments, benefits adjustments and special payments
  • Responsible for assisting in the testing of all system tax updates, version upgrades and enhancements to the HRIS System as needed
  • Responsible for balancing and transmission of all vendor and bank interfaces of payroll related data
  • Communicates regularly and works closely with the management to advise of any reconciliation and payroll production issues
  • Develops analytic processes through learning and understanding data flows
  • Performs cause analysis and resolution to data processing and data quality issues
  • Provides output data and reporting upon request
  • Collaborates with internal and external partners in developing standardized business requirements
  • Facilitates meetings and assists with presentations
  • Provides accurate and up-to-date communication materials
  • Processes, supports, and maintains reports related to payroll administration
  • Works with other departments to maintain data integrity and to ensure timely and accurate payroll processing
  • Works with manager/supervisor to create tools for payroll administration
  • Mentors and assists other associates within the SSC
  • Other duties as determined by the supervisor 

 Minimum Requirements:

This position requires a bachelor’s degree and over five years of related experience, or any equivalent combination of education, experience, and training which provides the necessary knowledge and skills.  Demonstrated analytical skills and proficiency with interfaced systems.

  • Knowledge of practices and procedures related to payroll administration
  • Advanced knowledge of Payroll, Federal, State and Local tax regulations
  • Excellent organizational and time management skills
  • Advanced experience with interfaced systems
  • Experience with a variety of HRMS software programs
  • Proficient to advanced experience with Microsoft applications
  • Ability to operate standard office equipment including sufficient software and computer use knowledge to search computer files, and/or generate standard reports, to input or edit information into spreadsheets or programs, and to perform word processing and/or desktop publishing
  • Excellent research and problem solving skills
  • Solid oral and written communication skills
  • Proven Customer Service Skills

 Other Requirements:

  • Day and overnight travel from headquarters may be required
  • Occasional overtime will be required
  • Must have a valid GA Driver’s License
  • Light physical exertion may be required
  • Ability to work productively in a Call Center open space environment, with low-wall cubicle desks and  moderate-to-occasional escalated noise levels
