Title:  Systems Analyst, Working Level

This position will be responsible for strategic development as it relates to business intelligence in USG data warehouse environment. The System Analyst is responsible for creating, revising, and supporting reporting needs from USG system offices and universities throughout the state of Georgia. Included in these duties are timely requirements gathering, analysis, design, development, testing and deployment activities, data analysis, data extraction from databases across different business domains and data marts for ad-hoc data request, standard report and dashboard development in IBM Cognos and data visualization tools,  and support for business users at all levels.

Essential Duties and Responsibilities include:

  • Abstract business requirements into logical business rules, and further translate to technical specs.
  • Manage task completion across all implementation phases using the prescribed software development life cycle. Lead by example in adherence to documentation and development practices.
  • Be able to gather and prepare data from multiple data sources to support business analytics.
  • Be able to design, develop, and distribute complex reports, dashboards and other data visualizations using a variety of reporting platforms (IBM Cognos, Tableau etc.).
  • Anticipate, identify and mitigate risks and manage resolutions of complex data and reporting issues across different business domains.
  • Understand relational and dimensional databases.
  • Understand Oracle database, PL/SQL, and IBM Cognos or other reporting tools
  • Communicate project risks, issues, timelines, solutions and status to supervisor.
  • Work with internal and external customers, business analysts and team leads to develop and implement best practices.
Required Qualifications:


  • Baccalaureate degree required.
  • Over three years of related experience required.
  • Or equivalent combination of education and experience.


  • Knowledge of programming code language and logic.
  • Knowledge of internet standards.
  • Knowledge of change management processes.
  • Knowledge of data storage systems.
  • Knowledge of backup systems concepts.
  • Knowledge of database development and management concepts.
  • Knowledge of firewall and information security principles.
  • Knowledge of server operating systems.
  • Knowledge of industry best practices.
  • Knowledge of system administration products and tools.
  • Knowledge of application protocols, advanced networking and multi-tier application architecture.
  • Skill in collaborating with multiple constituents.
  • Skill in decision making and problem solving.
  • Skill in the provision of support to end users.
  • Skill in oral and written communication.
  • Ability to respond diplomatically to sensitive and critical issues.
  • Ability to effectively multi-task.
Desired Qualifications:

  • Higher education working experience


  • Understanding of Elucian Banner, PeopleSoft HR and PeopleSoft Finance
