The Procurement Counselor, functioning within the Georgia Tech Procurement Assistance Center (GTPAC) unit of the Georgia Tech Enterprise Innovation Institute (EI2), provides training and counseling to Georgia businesses in the ways to identify and follow-up on contracting opportunities with government agencies and prime contractors. These services include instruction on methods for submitting bids and proposals, billing and execution of contracted work. This position will interact on a consistent basis with business representatives, and representatives of government agencies at local, state, and federal levels. This position typically will advise and counsel business representatives including owners and managers.

Major Responsibilities:

  • Conduct training and counseling sessions with business clients in ways to qualify for government contracts, researching potential opportunities, pricing, etc.
  • Prepare and submit reports on training/counseling activities.
  • Assist clients in researching potential contracting opportunities.
  • Promote the use of GTPAC services through business development efforts.
  • Perform other related duties as assigned.

Basic Qualifications:

Education: Bachelor's degree in public policy, business management or a related field

Work experience: Five to seven years of job-related experience

Skills: This position requires working knowledge and skills in applying government rules and regulations related to procurement; public speaking, presenting; writing; problem-solving; time management; contract management; and proposal development.

Preferred Qualifications:

Education: Master's degree in a related/relevant field.

Certification: Certification by Association of Procurement Technical Assistance Centers, National Contract Management Association, or National Institute for Governmental Purchasing

The Georgia Tech Procurement Assistance Center (GTPAC) operates under a cooperative agreement with the Defense Logistics Agency (DLA). GTPAC is part of the Enterprise Innovation Institute (EI2) of Georgia Tech. Within EI2, an additional government contracting resource exists (The Contracting Education Academy at Georgia Tech) which offers professional education classes through Georgia Tech’s Distance Learning Professional Education unit.

Georgia Tech Extension Professionals are research personnel who fulfill the extension and service mission of Georgia Tech to the State of Georgia and beyond.  This mission includes, but is not limited to, technology-based economic development, technology commercialization and deployment, entrepreneurship, start-up company incubation, and business/industry outreach.  Extension Professionals also provide educational programs for business and industry in support of these missions through facilitating and fostering increased industrial engagement and sponsorship of applied research activities at Georgia Tech.  Extension Professional appointments are based on the merit and special qualifications of the individual and follow the same general ranking, hiring, and promotion principles as other professional research faculty ranks.
