Nature of Work: Direct a broad range of institutional effectiveness, assessment, research, evaluation, reporting and applied technology development processes in support of the university's academic and administrative effectiveness, research, assessment and reporting activities, including research design, various modes of data collection, sophisticated statistical modeling and analysis using appropriate computational technology, interpretation of results, and communication of research and assessment information to administrative decision makers. Oversees Institutional Research efforts, and leads Institutional Assessment Committee work. The position supports the development and maintenance of an institutional strategic planning and program review process to meet compliance with state, federal, BOR and university requirements; ensures accuracy of accrediting commission, state and federal reports on student outcomes; organizes and supports accreditation activities; and may act as the proxy for the Accreditation Liaison Officer for the university. Coordinate the university's responses to external requests from governmental agencies and associations for survey and report information. Collaborate with various departments across two campuses to identify and provide infrastructure support to instructional development, pursuit of external funding opportunities, and effective implementation of programs and services. Supervises assigned personnel.  
Training and Experience: Terminal degree in Educational Research, Mathematics, Statistics, Higher Education, Social Science, or related field; 3 years minimum experience in academic leadership at a university and 5 years of progressive experience in an Office of Institutional Research or related department; Must be able to demonstrate either current research or assessment experience; focusing on research design, data collection, analysis and/or interpretation. Must have strong working knowledge of the Banner Enterprise System; 

Required: Knowledge of general research methodology and standard statistical procedures of sampling; knowledge of university organizational structures, their business operations, processes, and procedures including administration and board policies; higher education accountability and assessment; accreditation standards and reporting processes; computer software applications, including word processing, spreadsheet, and database applications; supervisory principles and practices; and applicable federal, state, and local laws, regulations, and statutes. 

Skills: Data mining, analysis, and interpretation; use of statistical analysis and data visualization software, strong verbal and written communication skills; project management, time management, and organizational skills; collaborative leadership and supervisory skills; customer service skills. Skill in the use of personal computers, office software programs, database management, and other applications such as Word, Access, and Excel. Skill in the use of predictive analytics preferred. 

Abilities: Ability to establish and maintain an effective working relationship with management, students, staff, other agencies, and the general public; manage time effectively; read and interpret policies, regulations and laws as they relate to this job; communicate effectively, both orally and in writing. Maintain a high degree of discretion when dealing with confidential information. Physical ability to perform the essential job functions. 

Specialized training in predictive analytics, statistical analysis, database programs and related software packages that include statistical techniques is desirable. Experience in an educational environment and at a university, university-level teaching experience, and experience supporting grant applications and grant tracking is preferred.

Illustrative Examples of Work: *Supervise the Institutional Research, Planning and Assessment team including setting priorities, assigning work, and ensuring staff members maintain the knowledge and skills required to function with efficiency and effectiveness. 
*Incumbent develops, maintains, and uses institutional databases to support decision-making, assessment and evaluations, accreditation, program review, enrollment management and trend analysis, student equity and student success studies. 
*Design and implement research projects that address real-time institutional issues, using appropriate qualitative and/or quantitative techniques to ensure validity, integrity, and consistency of data results 
*Oversee design and implementation of surveys, questionnaires, and assessment initiatives 
*Serve on committees as assigned, including the Institutional Strategic Planning Committee and Deans' Leadership Council. 
* Oversee preparation and submission of data reports at state and federal levels; act as the university's liaison for reporting agencies by validating data in draft reports, troubleshooting data anomalies, and conveying all data-related concerns to university administration. 
* Clearly communicates results of research to team and respective administrators; Respond to questions regarding research findings. Incorporate feedback from users into improved research design and reports. 
* Use a system of tracking of requests and responses to ad hoc requests for information. Identify data sources, determine appropriate level of detail, prepare brief reports, and provide necessary documentation; prepare customized online data queries and reporting using the student information system. 
*Identify and implement methods for improving reliability and consistency of reporting and form, improving integrity of student data in the student information system; explore methods for improving access to and dissemination of information from enterprise system in support of decision-making. 
*Coordinate the acquisition of institutional, instructional, and student data; collect data from a variety of internal and external sources; work with ITS to define data parameters for extracting information from the university and/or other databases. 
*Plan, design and administer institutional surveys. Initiate, coordinate and complete research projects from design, collection, data entry, predictive analytics, and statistical analysis to interpretation to reporting. 
*Clarify research questions and specific information needs, employ appropriate research methods, interpret results, develop and present research findings in a variety of formats. 
*Apply research and evaluation methodologies in support of institutional effectiveness measures and other internal accountability, retention, marketing or decision-support projects to determine future programming needs and provide data to help guide strategic planning. 
*Establish and administer systematic data audit, problem-solving, and improvement processes for university data warehouse. 
*Conduct routine assessments of and planning for the applied information technology needs of the campuses for student success. 
*Work with key stakeholders to identify applied information technology needs and identify opportunities for process improvements. 
*Provide data to support learning outcomes and assessment efforts to assist with institutional and program planning, including enrollment planning. 
*Maintain safeguards around confidential and/or sensitive files and documents. 
*Maintain cooperative working relationship with University staff, other organizations, and the public. 
*Develop, maintain and control the departmental budget. 
*Perform other related duties as required.
